Being excited about projects kills sleep

My partner has life destroying sleep issues. One of the symptoms is when his mind fixates on something exciting to do the next day his brain refuses to go to sleep. He otherwise has a lot of depression, but has causes for it (medical issues, life troubles, and the sleep issues)

Does this sound like some sort of mania/bipolar subset? ADHD symptom? Psychological/PTSD issues ? If it rings a bell to anyone any input would be appreciated

(Yes we're trying to get him to see a psych but even a costly private one is excruciatingly hard to find since the pandemic)
