Why do you think you could be wasting your time? It seems like you are rather enjoying your time!

Keep in mind, it has not even been a month yet. On the plus side, he said he is falling for you! Give it time!
There could be quite a few reasons he hasn't said it...He could think it's too soon to say it. He might think it would scare you off since you initially told him you just wanted fun. He might think that is still how you feel.

Or, he could be too nervous to say it? Afraid of your reaction? It's really hard to say.

In the end, I think YOU should tell him first. But that is just me! You do what feels right for you but just be patient!
