My (27F) mom (65F) thinks I’m weird for not letting her volunteer my fiancés (30M) for her friend?

This is random and weird. My fiancé is in South Korea and I go there often to visit him. I’m going back in two weeks to see him. The weird part is my mom’s friend’s daughter is going to South Korea sometime this week. It’s her first time going and she’s going with a friend. My mom told me that she wants to give her friend my fiancés number because her friend is worried of what’s going on in South Korea. Her friend is worried about North Korea and the issues with President Yoon. I told my mom that it’s weird to offer my fiancés services for her and it’s a very safe country nothing will happen. She insisted it would be nice for my fiancé to help her if she needs it. I said that then she needs the number for the U.S. embassy and the number for the police. I explained she needs this stuff more than needing my fiancé. I also know my fiancé would feel weird and uncomfortable. He would be insulated thinking that anyone finds his country “unsafe”. Plus I don’t know my mom’s friend or her daughter. These aren’t people I know so I just find this all weird? Also, this girl is 26 years old and has been to South Korea 3 times prior. She’s very much familiar with the country. I told my fiancé and he said he finds it weird because the country is so safe and all she needs to know is the number to call the police if there’s an emergency.
