Can I (29F) tell my crush (28M) I had feelings for him since the day I met him 3 years ago, so that I can finally move on.

I don’t know. I love the idea of tying up loose ends .
I (29F) had a crush on him for 3 years and there were some reciprocations some time, he asked me out once, I asked him out too but nothing came of it as there was a girlfriend and I never wanted to get between that.
He (28M) is now done with her, I just want to move on from him and his confusing ways by just confessing and moving on and/or dealing with consequences, any ideas?
