Romantic Friendship or FWB?

How does one decide if someone will be a romantic friendship with sex, or will you keep the romance out. Like how do you know THIS is the partner I’d like romance vs. just FWB. Interested in anecdotes! I know the answer would be to communicate this lol.
Also the person is a bit of a clingy texter, and I don’t want to be open to texting every day. Although granted we’ve sexted this week… How do I communicate this space kindly? Thank you. Let me know if I’m being a fuck boi (I’m 31F).
