Slow progress adding 1 rep each session?

Is it normal to just add only 1 rep per session on the 1 set for bench? A couple of months ago I only managed to get 1 rep at 75kg and the following sets I failed so I deloaded back down to 65kg. Since working back up I've decided not to increase my TM until I get 4 to 5 reps on the heavy 1 set. This is so far going to plan but it's taking a while as I'm only managing to add 1 additional rep each session. Is this normal or am I doing something obviously wrong? Thanks.
