Is it possible to build leg muscle through cardio? (Read description)

So I know most cardio doesn’t help you at all building muscle, but recently I’ve been running on a treadmill at a pretty serious incline (to the max the treadmill will allow me to do so) does this increase leg muscle mass? I know it’s not optimal, but I was wondering if it will help

I think the type of running determines the level impact. Looking at Olympic sprinters vs marathon runners. The sprinters all have massive tree trunks.
