I'm having trouble with dizziness almost passing out.

I've been doing 23/1 with an hr of cardio on the elliptical in the morning all week. OMAD at 6pm in 1200cal range at most. I get super dizzy and weak around 1pm until I eat.
I just bought some protein powder and thinking of cutting the IF down to something like 20/4 so I can take it at 3pm.
Any suggestions or methods you can share that might help? I'm tired of feeling tired.
