I think a more interesting and plausible scenario would be if suddenly all children born from a particular date were wizards. How would the wizarding world react to a sudden exponential surge in new wizards appearing? In the UK, a flurry of activity with the quill and book would be an early warning of what was to come so the wizarding world would at least have some lead time to decide what to do before things got out of control.
