Developing Tolerance

Is there a general guideline that can explain how one develops tolerance to certain substances?
I am curious in general, but today, for example, I wondered if by taking 1-2 cups of green tea everyday I am developing tolerance for its benefits, or at least for its caffeine energy boost.
I wonder because ive read somewhere that low dosages donβt let the body develop tolerance. But, is that true in every case?
