Do you take into consideration water weight?

If your trying to gauge progress do take into consideration water weight? So if I took a progress pic at say 136lb when I started bulking and I put on 40lb. A lot of this was fat so I started cutting. Once i get down to say 146lb so 10lb more than when I started bulking and that a progress pic again and measurements to gauge progress, that weight of 146lb would be without water weight and glycogen stores depleted so in theory that's a false weight and comparison or is it?
