Howdy, I need help...Without heavy cream, how do I make whipped cream at home?

Internet offers lots of baking heavy cream suggestions but not much to make a nice whipped cream. this is the recipe I am planning
Edit1: In baltimore area, heavy cream is not available from producers so the shelfs are empty in all stores.
