Intoxicated Group Leader

I have been going to community events for several years. I have a few friends in the community, but am generally unknown to the majority. I went to my first FemDom event this past weekend. During the presentation part of the evening, before the dungeon was opened for play, I noticed that one of the leaders of the hosting group acting strange. She looked extremely intoxicated. She was unable to hold herself up, her head kept dropping with her eyes closed, and she would keep mumbling out loud while the host was speaking to the audience. As the host was giving her demonstration, this leader kept talking over her to the subs in the host's demonstration, trying to give them orders. The host handled it well, and told this leader that the subs would only be listening to her. After the presentation, I saw that the leader who was exhibiting this behavior was engaging in a scene later. I had met this particular person a few times and they had always seemed lucid, so I was pretty sure that this wasn't a common medical issue. I was really uncomfortable with the other leaders in attendance overlooking these behaviors. I messaged the host to explain my concerns, and got a reply that it was appreciated that I had visited the event and that the behavior would be addressed. I am a little unconvinced, as that leader in question frequently hosts large parties at their home with their partner. They are very popular in the community, and I'm afraid that kind of behavior will be tolerated because of the couple's status in the community. Has anyone dealt with a similar situation?
