Help! Looking for a specific cookie consistency for my dad

I asked him what treat he wanted for Father's Day, and he said chocolate chip cookies, but with this caveat:
"Here is a challenge for you: I really like chewy chocolate chip cookies. And by chewy, I don't mean that they are soft and easy to chew. The ones I like are not hard & dry either, they require you to bite and tear off a piece, almost as if there was a layer of toffee inside. I think it has a lot to do with exact cooking timing. Hope that makes sense"
