How does one reheat a refrigerated chili oil?

Heya! Recently made my first chili oil and... only to mess up since you're actually not supposed to add "fresh" onion and garlic without frying them thoroughly first as there's a very huge risk of it developing botulism when consumed. (they're probably half-way done).

So the first thing that I saw and did was refrigerating it. Now comes the problem of it being clumped up, so how does one reheat it? Microwave? On the pan? Just tow it out?
