Make heavy cream from powdered milk and butter? (Found an old device that supposedly works)

I want shelf/fridge stable heavy cream. I've tried freezing heavy cream and the emulsion didn't hold up over time. I've tried adding powdered milk and cold cubed butter to dishes that call for heavy cream and the emulsion of the butter never holds as well as using heavy cream.

Saw method that have you whisk milk and melted butter together and they look far from good enough.

Has anyone tried powdered heavy cream? I was hoping I wouldn't need to stock another ingredient so still prefer a way to make heavy cream quickly at home.

Closest I found was a BEL Jubilee Cream Maker that was apparently around many decades ago. The results seem much better than any other method I've found so far. Is there any modern equivalent at a reasonable price? Or can a better blender do it like a vitamix (my blender isn't that good)?
