Can I import photos into games (ie. TotK)?

I tried dropping some jpgs into the save folder and naming them with the same naming scheme, but they didn't appear in the game. Is there a way to force this (ie. perhaps I was using the incorrect resolution), or are the photos also tied into the save data?
