Why isnt tribute to the doomed used more?

It seems like a pretty decent card:
Discard 1 card to target 1 monster on the field; destroy it.
That is the exact text. And, there's no limitations as to what to discard. So why isnt it used more? I dont think its banned. The wiki and other sources say its not, and its at 3, I dont see why its not used more.
