Why is Korea OCG so different?

I notice that Korea OCG has rules that make it different from the rest of the Ocg. For instance, Korean cards cannot be used outside of Korea and no other Ocg cards can be used inside of Korea. Even the Chinese Ocg allows people to use Japanese cards. Korean OCG also uses TCG artwork.
I know konami didn't start printing cards in Korean until 2003. But even now Korea seems to follow Japan in terms of sets as they get rush duel.
