Losing frames on a video

I have a 1080p60 video and I’m changing the aspect ratio to 1:1 so I can upload it as a YouTube ‘shorts’ however when the video is uploaded I lose the 60fps, and only 1080p is available.

I have done this exact method before and the 1:1 square video would upload successfully in 1080p60, I’ve tried uploading without editing and the video retains its quality but as soon as I change the aspect ratio I lose the 60fps.

Any help or insight would be much appreciated thanks
