Gray Buffer Bar

I know that videos and ads will buffer if the gray bar isn’t loading fast enough. But for me, the entire gray bar has to load till then end before anything starts playing. It can take full minutes of that gray bar inching across until it reaches the end and then the media starts. Is this how it is for everyone else?
