Seeking guidance for what to do for graduation & second degree

Not really sure how to explain this but here it is I guess. So I’m currently in one program that I’m eligible to graduate in but I want to also get into a new program for the winter semester. I wanted to take some courses in my new desired program during the fall semester to boost my GPA and to not waste time on the second degree. The part I’m a bit confused about though is 1. Am I able to start a new program before I have technically graduated, assuming I graduate in February,(though I would be in the process of graduating) or 2. Do I have to graduate in September, take the fall semester off, and then start the new program in the winter.

Side note, while there is also no guarantee I’ll get into the new program I’ve been told it’s likely.

Any guidance would be appreciated!
