Saving Money Counts as Spending?

I'm getting started with YNAB, and I don't understand how savings work.

I have a Vanguard account that I haven't added to my "Accounts". I budgeted $50 for my Vanguard, and then added a transfer from my tracked Checking account to Vanguard. Now YNAB shows I have -$50 activity, my "Reports" shows that I "spent" $50, and my Vanguard "Available" is $0.

This doesn't seem right. By comparison, my tracked Savings account has been budgeted $500, and has $500 Available.

So my 2 savings accounts are being treated differently. I don't want my contributions to my Vanguard to count as expenditures, but I don't see a point in adding the Vanguard to my Accounts, because it's not available for budgeting (as it's savings that I don't plan to spend). What am I not getting?
