So is it just me or does majima everywhere give off a big kaito vibe?

So far Iām enjoying my first play through of yakuza kiwami and love the majima everywhere mechanic. I get a kick out of his randomness. But is it just me or is majima everywhere kinda the yakuza way of kaito from the pink panther? Just more of a gangster approach to the subject?
