Help please! Yakuza Kiwami Majima Bug?😭

So I'm standing next to the Giant cone in the hotel district near the taxi (which I looked up was indeed like I thought where Majima was hiding)
Now it's rattling around but there's no prompt to "Check" and fight him like in other YouTube videos.
I've tried save and quitting, hard restated my Xbox. I even left it alone and completed Ch5 so I'm now in Ch6 and it's still rattling around without the prompt.
Any ideas? 🙏
