Anyone else think the "special attacks" in isshin done with R2 are incredibly underwhelming and not worth it?

They take like 3 heat bars to get just one extra hit out and do miserly damage, why do that when you could just use it for heat actions that do more damage?
You shouldn't even be able to activate it with one bar since all it does is eat your heat, you cant get an attack out.
