Lost a bit of weight over the years, but a lot of saggy skin!?

Hello there! I lost about 20 pounds over a time span of 10 years with some ups and downs.. But the inside of my upper legs is sagging a LOT and i’m not even 30. I cycle a lot, i walk several miles a day. I work out 1-2 times per weeks (lunges, squats and stuff) but the saggy skin stays. It’s so damn frustrating, because it doesn’t look pretty at all! The rest of my body is not saggy at all. How is this possible and is there anything i can do??
