Help please, weight fluctuation!

Hi all, incoming text wall, sorry!

I'm 5ft2, weight is tricky, any week its 136 to 140 (This is the problem, more later!), age 37. I have been following keto for almost 2 years (1 year 11 months). I am counting calories, fat, protein, and of course carbs. I am not taking measurements cause I can't seem to do it right and they always come out different lol.

The problem/question. Since June, i have been suffering a weird up and down weight fluctuation. I'm staying under my macros, I've checked and rechecked and even adjusted for possible hidden things like carbs, etc. My weight is going like, each measurement is the same day each week: 140.4 lbs, 139.8 lbs, 139.8 lbs, 139.8 lbs, 137.4 lbs, 138.5 lbs, 138 lbs, 138.9 lbs, 137.5 lbs, 139.6 lbs...etc.

It tends to follow a downward for a while then jumps up. I'm stuck between 136.6 and 140. I thought it might be stress because I started a new job, but that was months ago and I love my job lol, so I don't think its that. I'm pretty certain I'm eating as I should be. I've calculated and recalculated my macros for my weight/age/height, even eating less in case I figured them wrong.

I do a small work out every night. The work out is mostly stretches given to me to strengthen core muscles in physical therapy.

I can't seem to find anything on how to break out of this yo-yo effect or what could be causing it, and that is what I'm asking. What is this? is it a plateau of some type? A stall? Something else and if something else, suggestions to get past it? Should I just keep going and wait to see what happens? I don't mind admitting after all these months its getting very frustrating and disheartening.
