Train Sim World 2/3 has $1550 worth of DLC!!! Who are these games for??

I understand the sheer volume of DLC for Guitar Hero and Rock Band, and how if you buy all of them, it is probably over $1,000. I thought the cosmetic DLC packs for Soul Calibur were ridiculous. This is truly next level shit, or next gen, if you will. How the hell can a game have $1500 worth of DLC?!
