WTF is Wrong With My Download?!

So I run a speed test under settings on Xbox and I’m getting 17.5 mb/s down and 1.5 mb/s up. But when trying to download an update I’m literally downloading around 50 kB/s ?!?!
I’ve done a hard restart on my Xbox and that didn’t work. Hoping someone can help me out! Not having this issue at all when I tried to download something on my ps4 just to see what it did
