I’m having trouble becoming an Xbox Ambassador

So I meet the requirements for age and gamer score but I have an enforcement problem. The thing is I haven’t been banned in anyway besides getting my profile picture removed once. Would that be the reason I can’t become an Xbox ambassador yet?
