[TECH] low download speed high upload speed. Please help, very frustrating.

Like the title says I am getting frustrated at my Day One Xbox one. I have AT&T fiber 100 mbps with them and for the past 2 weeks or so every time I run the detailed network statistics it comes out around 3-8 download and around 110-119 upload. Makes no sense, I am wired in not using WiFi. I've seen some posts about this 3 months ago, but didn't see any good updates on it. Anyone?
