Has the XBOX One Chatpad been delayed?

I have been eagerly awaiting one of these, and have a preorder in via Best Buy. The release information has always been sketchy, though. For instance, on the Microsoft product page, it says "release date November 3rd," but also says "available November 12th. Today, I got an email from Best Buy saying it has been delayed until November 18. I did not find any info via Google. Does anyone happen to know anything about all of this?
