It looks like they put cleaning soltuon and either put too much and didn't clean it off or it was left on too Long. The center ring is where you can see smudges going from center circle to outer part all the way around.
It just arrived from ebay so I'm kinda sad. Sellers not responding so I have to wait till the 29th.
