Help: Xbox Headset Chat Mixer Defaulting to Mostly Party

If I create or join an xbox party on my xbox one s and then within the party go to Options > Audio Settings, this expands to Audio & Music, which contains a on/off toggle for headset mic, then sliders for volume, headset chat mixer and mic monitoring.

My Headset chat mixer slider (middle one) is always two "notches" away from completely Party. If I change it, it will stay what I have selected until the next time I turn off/back on the xbox.

Wondering if there's a fix.

I'm pretty sure I found some answer a while back that included hard restarting but I had no luck. Just couldn't find an answer after a little searching.
