STAKE airdrop for RxDAI

It's been proposed that we do an airdrop to STAKE HODLers to reward long-standing xDAI loyalists and active developers focusing their effort and attention on this robust sidechain.
In keeping with using this subreddit as a de facto, off-chain DAO, just wanted to put this out there for a vote.
I think it's in keeping with our values of being a xDAI-focused subreddit that we make this first, some might say obvious step.
