Flat non-main characters?

Hi! I seem to have a sort of "tunnel vision" where my main characters are well-developed and three-dimensional, but everybody else seems to be like cardboard puppets.

I'm not sure really how to balance the development on either end (because if everybody was as detailed as my main character the story would be incoherent) but what advice would you give on developing side characters?
