Writing Cohesive Characters

I am working on my first book/novel/story/whatever-you-wanna-call-it after sitting on the idea for a ridiculous amount of time. I think I have a great plot outline going, however, I'm having trouble with my characters. I don't think I have enough, but at the same time, I don't want to add so many characters that it gets overwhelming. I also feel that they're all underdeveloped/boring. Any advice would be appreciated as I'm feeling a bit discouraged.
