Would people read my book if its not pure fantasy?

My WIP is sort of a blend of dystopian mystery, thriller, and romance(it's not the main focus in any way. But it sure does come up a lot) and slight, very, very slight masqueraded sci-fi. Investigation and bloody information, love, and betrayals. Cruelty, totalitarianism, and lots of death.

But it's not fantasy, I mean, it's completely in a fictional world. But it's not fantastical. Lastly, could a dystopia be set in what seems to be the past. You know, no advanced tech, for reasons you'd have to read it to understand?
