Villains

In most of my stories I build up villains over time. But I'm wondering if I'm introducing them too early.

My stories are usually 90 chapters, and in most of them my villain makes their presence known by chapter 25. Not physically, but they are revealed to the reader and from them on I keep building up the villain's eventual confrontation with the protagonist. Is that too soon to introduce the villain that early or is that a good time?
