Easy Azerite Gear Fix

Not sure if anyone has suggested it yet, but here's my solution to Azerite gear:
Make all traits except the 5 ilvl instantly available, and have them scale with the level of your neck instead of (or in addition to) the gear.
This way, your neck progression still means something, but we can instantly equip Azerite pieces without feeling bad about it. Thoughts?
