Eastern Plaguelands impossible to get through due to bugs?

So the very start of the caravan chain appears to be bugged. When you're supposed to get on the caravan for the first time, it just never spawns. I tried retaking the quest, relogging, disabling all addons. Nothing works. It's the very start of the zone too, so I have no clue what to do. I tried checking WoWhead, and all there is on there is a recent comment saying they're running into the same issue.
