[IMPORTANT] If you've already completed the "Nighteyes" quest chain needed for the "Life Finds a Way" world quest for the Devilsaur Shock Baton, and the world quest still isn't showing up, complete the main Suramar quest chain up until "Make an Entrance", go there and the world quest will appear.

Still not 100% sure this is the EXACT trigger but it worked for my buddy and me. The WQ wouldn't show up even after I did the the nighteyes chain.
