Question about Cross-realm groups/PvP

I'm on oceanic servers and I was wondering if I was able to do 2s with someone on US servers, and if so are there any limitations on this?
I know I often get placed in BGs with people from other servers/US realms however I'm not sure if the same applies to arena.
Also, does latency matter in any serious degree in PvP?
