Mechanic Explained: Evasion and Debuff Interaction
Post Body

Apparently, a lot of people are still confused about how the update to how debuff/status ailment skills work when their dmg is evaded changed the interaction, so I'll just explain this quickly. Since non-dmg dealing skills dont interact with evasion at all, we wont be talking about them here. Also dmg skills that buffs works even when dmg is evaded so they are also not changed.

So first of all, you need to understand that dmg skills that applies a debuff are roughly separated into 2 categories. The 1st type applies their debuff/status ailment before the dmg and the 2nd type applies their debuff/status ailments after the dmg. Whether a skill is type 1 or type 2 is actually reflected in their skill descriptions in both jp and en versions of the game. For example, Cid's Crush Armor is a type 1 skill with the following skill description: Lowers target's DEF for 3 turns, then deal Dmg(S), while his Divine Ruination is a type 2 skill with: Deals Dmg(M) to targets within range & lowers Lightning Res for 3 turns. The update only applies to type 1 skills and does not affect type 2 skills in any shape or form. There's a general pattern for which skills belong to which type tho gumi follows this pattern pretty loosely with a fair number of exceptions.

These distinction are made from the start of the game and would affect whether the debuff would affect the dmg of that skill or not. For example, Cid's Crush Armor(a type 1 skill) will reduce armor BEFORE the dmg lands, and therefore the def debuff would increase the dmg the skill does. However, Cid's Divine Ruination(a type 2 skill) will reduce the lightning res only AFTER the dmg, therefore not helping the dmg of the skill at all. This is why Cid's ai does not like using Divine Ruination at all unless he can hit multiple targets with it although it is a stronger skill with more mod and a higher debuff than Crush Armor.

Note that some skills are both type 1 and type 2 since they have multiple kinds of debuffs attached to it. Each debuff still follows the rule for each type independently.

Type 1 skills includes mostly the following(Some more in exceptions of general type 2 rules):

Categories Examples Notable Exceptions(belong to TYPE 2)
Skills that inflict a def debuff Crush Armor(Cid), Hazard Crusher(SSterne), Oldoan Bomber(Oldoa LB) Undermine(Rain)
Skills that inflicts a dmg type res debuff Kotetsu(Greg), Stave Collector(Kilphe LB) Claw of the Lionet(LK Mont), Spear Toss:Revision[New](9S)<-actual skill name btw
LB's that inflict an elemental res debuff Cosmo Plume(Mediena LB) none
Skills that cancels guts, reraise or barrier Rebel Intention(Sakura), Ex Kotetsu(Greg Ex), Barrier Breaker Arrow(Sniper) none
Unique skills Exorcist VC ability(dodge debuff)

Type 2 skills includes mostly the following(Some more in exceptions of general type 1 rules):

Categories Examples Notable Exceptions(belong to TYPE 1)
Skills that inflict a atk/mag/agi/move debuff Arm Break(Knight), Magic Break(Knight), Speed Break(Knight), Slow Shot(Sniper) No LBs currently inflicts these debuffs
Skills that inflict a spr debuff Resistance Break(Red Mage), Garvell's LB none
non-LBs that inflict a elemental res debuff Divine Ruination(Cid), Blade Flash - Awakened(Lasswell), Imperil(Green Mage) Ice Crystal Arrow(Rosa), Rising Twilight(Duane)
Skills that reduce ST/AOE res Soaring Axe Slash(Yelma), Black Rosa of the Battlefield VC's VC ability Rakshaha Punch(Xiza Ex)
Skills that reduce healing power Dragon Raid(Kain) none
Skills that apply a status ailment Poison Arrow(Ranger), Flash(Greg LB) none
Skills that reduces CT X Staff(Staff Mage) none
Skills that reduces Brave Chicken Blade(Spellblade), Bad BreathWhite Wave(Whisper LB) none
Skills that dispels all buffs Dispel Spread(Sniper) Ex Excalibur(Greg Ex), Animal Pumpkin(Little Leela(Halloween) LB)
Skills that cancels an ongoing spell cast Jamming Edge(Warrior, Lord), Jamming Thrust(Red Mage) none
Skills that absorbs a % of dmg as hp restore Drain(Black Mage), Destructive Fang(SSterne LB) duh
Unique skills Piercing Jab(2B)(slash/strike dmg debuff)

As we can see, most skills that are influenced by this change are skills that increases your dmg but doesn't impair what the opponent is doing. If you have 1-2 units with higher acc or surehit, your other units can still help decrease defensive capabilities. However, you cant completely negate evasion as a mechanic and just reduce their dmg output thru evasion or inflict status ailments with most units. I dont think this is a major nerf to evasion at all.

TL:DR: after this specific update, skills that are worded as "Lowers target X then deal DMG" will apply their debuff even if the dmg is dodged, skills that are worded as "Deal DMG to target & lower target X" will not be affected by this update at all and will not land their debuff if the dmg is dodged
