FFXIV Tomestone Drop Rates?

I've cleared all of the non-EX stages of the FFXIV event and was getting around 250 tomes per clear on the later stages without any first-time clear (or 3rd or 5th) bonuses (I'm pretty sure). As of this morning, the stages are all only dropping between 50-70 tomes. Is this how that's supposed to be? Where should you go to grind out the insane amount of tomes necessary for the mog shop?
