... Thereby, via the power invested in me as Premier of the Democratic Union of Korea, and with the documented consent of the Union Council of the Democratic Union of Korea, I hereby decree that the Democratic Union of Korea is dissolved, and in its place shall be Great Joseon.
Signed,
Yi Kwon, Premier of the Democratic Union of Korea
from: The Union Dissolution and Great Joseon Restoration Act of 2028
Yi Kwonâs goals from the very beginning - from the inception of the Grand National Restoration Party in 2021 - have centered around dissolving the Democratic Union of Korea and replacing it with a restored monarchy. The actions of January 1, which caused the ongoing civil war, were centered around ensuring a smooth transition into the new state.
Evidently, that concern is out of the window.
With hope of a smooth transition to the new state dashed, Premier Yi Kwon and the remnants of the Union Council - just the GNRP and their allies in the military and the LKP, with the rest âabsentâ thanks to a failed arrest attempt - will simply move forth with the political transition. As most of the combat is between informally aligned guerilla groups, the disruption to limited combat operations is anticipated to be minimal.
Of course, given the failure of January 1, brief concessions will have to be made with regards to the level of democratic activity - especially given Yi Kwonâs planned initiative to reach out to KDU units following the dissolution of the DUK.

While the Democratic Union of Korea was led by a ceremonial Supreme Leader coming from the Kim dynasty, Great Joseon replaces this leader with the restored and ancient House of Yi. Per Korean tradition, the personal name will not be used for the Monarch - however, personal names will be allowed publicly for the rest of the royal family. This will apply to domestic matters, domestic media, and formal foreign matters, but will not be punished in foreign media.
All legitimate descendants of the House of Yi via a male line will be granted and allowed royal titles in Korea.
- Head of State: His Royal Highness the King
- Heir Apparent: His Royal Highness the Crown Prince Yi Kwon
Legislative Branch
The legislative branch will be reworked considerably, taking its name from the Jungchuwon, or Central Garden, of the Korean Empire. While the DUKâs Union Council placed heavy emphasis on provincial power in federal government, that power will be stripped. The Jungchuwon will consist of 200 seats - 20 appointed to the military, and then 180 elected via national proportional representation.
The initial sitting of the Jungchuwon will be a Special Session, lasting until 2030.
The Uijeongbu, or State Council, will replace the Cabinet. The new format of the Uijeongbu will take influence from the Six Ministries and the Three Offices, as detailed below.

There will be a Constitutional Court as well for constitutional issues, such as matters with the new executive branch and banning political parties.
- Chief Justice of the Supreme Court of Great Joseon: Lee Ki-taik
- Chief Justice of the Constitutional Court of Great Joseon: Lee Seon-ae
Armed Forces
The Armed Forces are the least changed by the proclamation, receiving new names. In addition, the Naegeumwi, the successor to the Presidential Security Service, will be formally added to Capital Defense Command.
Doctrinal changes are to come.
Intelligence Services
Following the failure of the KINA in its operations on January 1st, the intelligence services will be splitting into two main forces, corresponding to international and domestic duties. The weaker of the two will be the internationally focused side - the International Intelligence Bureau (Gugjejeongbogug), referred to informally as either the IIB or the GJB. Led by former KINA Director Park Jie-won, the duties are fairly simplistic - to keep an eye on international threats and commit assets to international covert activity if needed.
The domestically focused side - the Royal Intelligence Bureau (Uigeumbu), referred to informally as either the RIB or the UGB - will be led by Kim Sun-hee, former Deputy Director of the Jeongbo Heonbyeong secret police. The RIB will take up the domestic side of the KINAâs duties, as well as the Heonbyeongâs role in secret police activities such as political suppression and covert direct action.
Lower Level Administration
With the DUK placing heavy emphasis on decentralization, Great Joseon will do the exact opposite. The sole second level administrative division will be the Eight Provinces, each led by a Governor who is appointed by the Chief State Councilor for four year terms. Governors and all lower level officials can be replaced by the Chief State Councilor if need be.
In each province will be cities and counties, administered by the province. Governors, unlike the Chief State Councilor, will not have the power to dismiss lower officials, though Mayors and County Commissioners will be able to be dismissed by the Chief State Councilor.
