INTELLIGENCE DECREE #732: ON ESTABLISHING INTERNAL POLICING AND OBSERVATION AGENCIES IN KOREA

PREAMBLE

Given that the Korean Intelligence Agency (KINA) has the ultimate priority of maintaining the Union on the Korean Peninsula,

Given that political forces throughout the Korea have the high potential to threaten this Union by virtue of their political activity,

Given that the KINA must have sufficient resources to monitor, police, and if need be act against these threatening political forces,

Intelligence Decree #732 is hereby enacted.

DECREE

A brigade of the Korean National Military Police numbering approximately 5,000 members will be formed and brought under the direct command of the KINA. The unit will be named the Intelligence Military Police (Jeongbo Heonbyeong) and colloquially referred to in this and later intelligence decrees and reports (unless specified) as the Heonbeyong - differentiated from conventional Military Police units (Gyeongchal). A Deputy Director of the Heonbeyong will be appointed by the Co-Directors of the KINA, and will serve at the pleasure of the Co-Directors.

Members of the Heonbyeong will be initially selected from the National Police Agency, the Gyeongchal, the military proper, the KINA, and any other Korean intelligence or law enforcement agency. Members will be selected by virtue of their a) loyalty to the Union, and b) overall competence.

Following this initial selection, the Heonbyeong will initiate its own training regimen, under the supervision of the Deputy Director, adhering to the same values. The number of the Heonbyeong should never dip below 3,000.

A group of Senior Agents (Sangsa Yowon, or SY for short) will be appointed from within KINA. The SYs will have ultimate loyalty to the Union and to the agency, and will be the commanding field operatives, directing the Heonbyeong on missions. The SYs will number approximately 150, meaning that each SY on average has responsibility for 20 Heonbyeong. The SYs will be trusted enough for missions of dubious legality, as will the Heonbyeong (to a lesser extent).

The Heonbyeong and Sangsa Yowon will obey only the orders of the Co-Directors directly, and the existence of these organizations as an extension of the KINA will be hidden, even from top politicians. The Heonbyeong and Sangsa Yowon will not adhere to traditional methods of legality; for all their missions are for the good of the Union, they need not worry about Korean law. They are exempt; the KINA will intervene if necessary.

Kim Sun-hee will be the first Deputy Director of the Jeonbgo Heonbyeong.
