The Republic of Panama is about to break into anarchy, the nation is is burning and criminals run the streets. Only the Private Security Company, USEC, has taken it upon themselves to try and rectify the problems of the nation. USEC with the help of the businessmen of Panama have created a 'FEMA' camp within Panama City. The camps will provide food, water, and shelter for any that are affected by the dangerous conditions the criminals have caused. USEC security will also be positioned across the camp to ensure that no crime will take place. The USEC forces will be equipped with the latest in exoskeleton design to ensure the safety of it's customers is guaranteed. The camp in Panama City will be able to provide housing for over 5000 people, there are also plans on establishing more camps across Panama to ensure none are left homeless because of the nations crisis.

The camps will be made up of primarily shipping containers until more permanent residency can be assured. However, there will be utilities such as super markets, play grounds, schools, electricity, and plumbing. There will be over 1500 containers, linked with brick paths and each family will receive food cards which can be spent in the various shops operating in the camp. It is said that the camp will be fully developed with all promised utilities in 1 and a half years.

The camp will be named the 'First United Security Accommodation Facility' and will be run by the USEC Disaster and emergency Management Committee.
