Pre-civil war Congo had several intelligence agencies, one civilian, one military, one police and one financial agency. In the interests of national security it is necessary to reform, change or even restart these organisations promptly.

• The Agence Nationale de Renseignements (National Intelligence Agency) will be split into two sister-agencies, the Agence de Sûreté Intérieure (Internal Security Agency / ASI) and the Agence Nationale de Renseignments Étrangère (National Foreign Intelligence Agency / ANRE).
  • ASI will be brought under the jurisdiction of the Ministry of the Interior and will share duties with the Gendarmerie de République Démocratique du Congo (GRDC). A multi-party commission including members from the five biggest parties will be privy to the actions of the ASI to prevent undemocratic use.
  • ANRE will answer directly to the President and will be able to use assets of the GRDC if necessary.
• Détection Militaire de Renseignements et Information (Military Dection of Intelligence and Information / DMRI) will replace DEMIAP as the military intelligence agency. It will be responsible for providing intelligence and information to the general staff and Minister of Defence. DEMIAP was used to combat the opposition, which is not an activity our government will concern itself with.
• The Directoire d'Information Générale (Directory of General Information / DIG) will be reformed from top to bottom as the agency of the national police. It will also receive thorough supervision from the GRDC and the Ministry of the Interior to prevent the large-scale corruption that was common within the DIG.
• CENAREF will stay as the agency that combats financial crimes under the jurisdiction of the Ministry of Finance.

The government furthermore sees to the formation of the Conseil de Sûreté National (National Security Council / CSN). The council will advise the President on all matters regarding foreign policy much like the well-known American NSCs. Its members will be:

• Minister of the Interior Matama Vese
• Minister of Defence Henrique Mumba
• Chief of Staff General Joseph Koniabuna of the Force de Défense Nationale Congolaise
• Chief of Staff Lieutenant Marc Weyaya of the Gendarmerie de République Démocratique du Congo
• Director Olive Lengo of the Agence Nationale de Renseignments Étrangère
